before-and-after method - a method of appraisal used to determine the value of a property that has been "partially taken? by some government action. This method compares the presumed value of a property before and after some action or change in the property that has reduced its utility. Used primarily to establish compensation for property owners who suffer damages as a result of government action that unfairly reduces the value of their property.
