Federal Home Loan Bank Board (FHLBB) - the board that once chartered federal savings and loan associations and controlled the Federal Home Loan Banks. FIRREA transferred the chartering and regulating of all such thrift institutions to the Office of Thrift Supervision (OTS) in 1989.
