Federal Savings and Loan (S&L) Association - an institution chartered by the U. S. Department of Treasury, Office of Thrift Supervision, for home mortgages. There are also state-chartered savings and loans. Savings and loans tend to make consumer loans, whereas commercial banks traditionally made business loans, although deregulation of banks and S&Ls has blurred the historical distinctions.
