hearing - a quasi-judicial procedure in which a hearing officer or officers collect facts and public opinions regarding some public issue and recommends a decision by a governing agency. Sometimes the hearing agency itself is empowered to render a decision. A typical example involves zoning variance requests, which are heard by a zoning variance board, which then renders a decision. Administrative decisions of this sort may be appealed judicially.
