Real Estate Settlement Procedures Act (RESPA) - a 1974 federal law requiring the disclosure to borrowers on residential one- to four-unit properties of settlement (closing) procedures and loan costs by means of a pamphlet and forms prescribed by the U.S. Department of Housing and Urban Development (HUD). RESPA also regulates the relationship between real estate brokers, lenders, escrow companies, and title insurers, and generally prohibits kickbacks, referral fees, or steering agreements among them.
